Airplane bomb trial runs.

A suspect package containing a detonator, batteries and a ticking clock was found on a suitcase checked onto a Munich-bound plane, German police have said.
No explosives were found in the bag, Air Berlin said.
Hint: Detonators ARE explosives. Enough to blow an old US WWII steel helmet a good 30m in the air (fun memory, that was). Enough to blow your hand or fingers off. Enough to punch a hole in some pipes or a thin aluminum wall.

These trial runs are cheap and disruptive and cost the good guys plenty. I'm guessing we'll see more economically easy and simple and cheap attacks designed less to cause mass havoc and more to disrupt en masse by the weight of numbers.
